C.I.D. Inspector Veer apprehends a criminal and charges him under the Indian Penal Code. He has two witnesses to back him on this charge. Veer meets the daughter, Meghna, of these witnesses, and both fall in love with each other. and get very intimate. Before their marriage could take place, the criminal uses his influence, and has the witnesses killed, and the charges dropped. Veer feels guilty about not saving the lives of Meghna's parents. Meghna is upset with Veer and decides to leave him. Years later, Veer is assigned to investigate a murder, whose only witness is small child.
